In this context, the Minister has asked me to let you know that, generally speaking, he is against our putting our names to resolutions which have no practical significance – and, in his view, this is such a resolution. He feels that we should reserve ourselves for texts of practical value and not too involved in ‘woolly’ initiatives.

Aiken’s advocacy of consecutive “non-dissemination” resolutions on an annual basis was inspired by his affinity for the “art of the possible,” namely a belief that small, concrete steps would ameliorate international tensions.
