Special National Intelligence Estimate, SNIE 91/3-84, 'Argentina’s Nuclear Policies Under Alfonsin'

Almost two years after the 1982 SNIE, the military rule had collapsed and a democratically-elected government led by Raul Alfonsin was taking an unambiguous stand on nuclear weapons. In its 1984 assessment, the intelligence community was more certain about Argentina’s nuclear policies: “on the basis of discernible evidence … Argentina does not have a program to develop or test nuclear explosives.” Nevertheless, Alfonsin was unlikely to change “Argentina’s long-term efforts to achieve its goal of acquiring a full range of nuclear-fuel-cycle facilities.”

Special National Intelligence Estimate, SNIE 91-2-82, 'Argentina’s Nuclear Policies in Light of the Falkland’s Defeat'

Argentina, like its neighbor, Brazil, was determined to develop an “independent nuclear fuel cycle,” with the capacity to reprocess plutonium and enrich uranium. Also like Brazil, Argentina was one of the few Latin American countries to refuse to sign the Nuclear Nonproliferation Treaty. Thus, Argentina’s nuclear activities were under routine scrutiny to see if they involved anything that suggested an interest in a weapons capability. US intelligence agencies continued to monitor developments but perspectives shifted as Argentina’s domestic politics evolved. Prepared after the Argentine-British conflict over the Falklands Islands, in which Washington helped London, this special estimate professed “great uncertainty” over Argentina’s nuclear intentions. While “emotionally” the Argentine military leadership was interested in a weapons option, it had “reduced capability to fulfill this desire.”

CIA Report, 'New Information on South Africa’s Nuclear Program and South African-Israeli Nuclear and Military Cooperation' (redacted)

CIA report summaries new information on Israel-South African nuclear cooperation. According to the report, South Africa formerly launched its weapons program in 1973, and paused it in 1979 following the international discovery of the Kalahari nuclear test site. Military cooperation between South Africa and Israel is believed to be extensive, with continual contact between personnel and the large-scale sale of arms. Aside from the South African sale of depleted uranium to Israel in the mid-1970s, the CIA had no hard evidence of nuclear cooperation between the two.

Bulgarian Ministry of Internal Affairs, Information Report on NATO

On 5 July 1963 the Bulgarian Ministry of Internal Affairs completed an information report on NATO's activity during the Cuban Missile Crisis. In the report, the ministry outlines detailed espionage carried out by NATO agents. According to the report, the NATO Military Intelligence Services provided instructions for NATO member-states' military attaches stationed in Warsaw Pact countries and agents they could get to cooperate with them. Agents were to observe and report specific military intelligence collecting in Warsaw Pact countries -- arms deliveries, missile sites, military movements, etc. The report also includes explanation of how the attaches carried out their intelligence gathering -- reading official press, speaking in Russian and misrepresenting themselves as Russian, etc . The Bulgarian Interior Ministry notes that Western governments were well-informed of Bulgarian military structures -- including exact formations and secret designations.

National Security Council Report, NSC 158, 'United States Objectives and Actions to Exploit the Unrest in the Satellite States'

Recommendations adopted by the National Security Council at the suggestion of the Psychological Strategy Board on covert actions to be undertaken in the Soviet Satellite States. Authorized by the National Security Council, NSC 158 envisaged aggressive psychological warfare to exploit and heighten the unrest behind the Iron Curtain. The policy was endorsed by President Eisenhower on June 26, 1953.
