Former Romanian Foreign Minister Corneliu Manescu discusses an incident involving the flight of a Romanian delegation over Chinese territory just prior to the Cuban Missile Crisis. Manescu reports that at the time, Romanian leader Gheorghiu-Dej interpreted miscommunication regarding their flightplan as a Soviet attempt on his life. He also discusses the Romanian response to the Cuban Missile Crisis.

The Romanian Ambassador to China and Yu Zhan, the director of the USSR and East European Directorate, discuss an incident involving a flight by members of a Romanian delegation led by Cde. Gheorghe Gheorghiu-Dej over Chinese territory. The USSR Ambassador, Comrade S. V. Chervonenko, was also present.

Among the matters discussed are the movement of Korean homeless from the plot of land set for the construction of the Romanian Embassy, the negotiations of the truce between North and South Korea, and the possible exchange of music between Romania and North Korea.

In a report to the Romanian Ministry of Foreign Affairs, the Romanian Ambassador to North Korea describes his travels to Pyongyang and his discussions with Kim Il Sung and various other North Korean politicians about the current economic conditions in North Korea, as well as reconstruction efforts in Mukden (Shenyang) and Andong (Dandong).

This document addresses China's alleged bid to undermine the unity of the Socialist countries while maintaining special relations with Romania, Yugoslavia, and North Korea. Chinese foreign policy is seen as interfering in the domestic affairs of the Socialist states. By maintaining contacts with Western countries and by encouraging further armament of NATO, China is undermining the position of the Warsaw Pact. The Soviet evaluation assesses China as an unreliable partner in international relations and advises that all contacts of the Chinese government with foreign organizations or authorities be closely monitored.
