Baghdad Radio’s 2:30 broadcast of October 4 reported on the meeting in Amman between Prime Minister Kaifu and First Deputy Prime Minister Ramadan. The substance of the broadcast was as follows: 

1. First Deputy Prime Minister Ramadan, in a meeting with Prime Minister Kaifu of Japan, stressed that, although Iraq is working seriously to settle the Gulf crisis by peaceful means and is prepared to engage in political dialog, so long as there is foreign military presence in Arab lands, Iraq rejects any Arab or international dialog. The First Deputy Prime Minister also said that he believed that a positive atmosphere for achieving peace could be created by means of foreign military withdrawal.

2. First Deputy Prime Minister Ramadan explained Iraq’s position for avoiding war, represented by the peace proposal of August 12. He stressed that military threats would close the path to a peaceful settlement and set off a war, which would be a catastrophe for mankind.

3. Prime Minister Kaifu said that the Gulf issue should be settled in a peaceful manner and that Japan would like to continue negotiations with Iraqi side in a way that contributes to bilateral relations.

4. Participating in the meeting were First Deputy Prime Minister Ramadan, the Iraqi ambassador to Jordan, Prime Minister Kaifu, and his accompanying delegation.
