恩来、陈毅、克诚同志:

应将逢双日不打的地方加以推广,就是说,逢双日一律不打炮,使蒋军可以出来活动,晒晒太阳,以利持久。只在单日略为打一点炮。由内部通知福建实行,暂不再发声明。待有必要,再考虑发一声明。此事,请你们商量酌定。

Comrades [Zhou] Enlai, Chen Yi, and [Huang] Kecheng:

 

[We] should extend the areas where no shelling is allowed on even-numbered days.  That means shelling will be prohibited on even days on all fronts.  Allow Chiang’s troops to come outdoors and get some sunshine so that they can continue to stay there.  Only fire a few shells on odd days.  Instruct the Fujian [front] by internal channels to carry it out.  Do not issue public statement at this point.  If there is a need later, [we] will consider making an announcement then.  Please discuss and decide on this matter.

I am leaving for a southern trip this afternoon.
