Proposal of the USSR Ministry of Higher Education on providing assistance to the Chinese People’s Republic in training specialists for work in the area of the peaceful use of atomic energy.

1. Satisfy the request of the PRC government on providing assistance in the training of specialists for work in the area of the peaceful use of atomic energy in organized educational establishments in Beijing and Lanzhou.

2. Confirm the draft of the instructions to the USSR embassy in Beijing (see attachment).

3. Task the Ministry of Higher Education to accept 2-3 representatives from the Chinese Side to explain the character of assistance in organizing the training of personnel to work in the area of the peaceful use of atomic energy.

4. Introduce [this] for confirmation of the Presidium.
