President Park Chung Hee reiterates that his main priority is the South Korean economy. He believes that a strong economy will allow for unification and stronger national security. Additionally, Park believes that the power balance in East Asia will depend on China's progress.

The joint communique issued by the governments of the DPRK and PRC stressed the strengthening alliance between the two countries, the U.S. as the main agressor, the hope for reunification of the Koreas and Chinas, and the condemnation of U.S. involvement in Southeast Asia, Africa, and the Middle East.

North and South Korean Red Cross organizations meet to undertake the reunion of separated families. Although the event is a step toward unification, UNCURK is doubtful that the North-South relationship will improve.

In a drastic change from previous policy, President Park Chung Hee called for the peaceful reunification of the peninsula. One of the prerequisites would be North Korea's uneqivocal acceptance of the competence and authority of the UN. Some believe that the strength of the ROK economy and SALT program may have prompted Park's change in attitude.

During a press conference, President Park Chung Hee announces the withdrawal of ROK troops from Vietnam. Kuzbari notes that this decision is likely due to the upcoming presidential election, the strong opposition party, and the withdrawal of US troops from the ROK.
