List of the ultimately irreconcilable differences that had arisen in Soviet-Romanian relations under Gheorghe Gheorghiu Dej by July 1964, in preparation for the upcoming discussions in Moscow. Topping the list of major problems were the “anti-Soviet atmosphere in Romania,” the “problem of Soviet citizens,” and the “maintenance of espionage networks” on Romanian territory.

Memorandum of Conversation, Soviet Ambassador to China N.V. Roshchin with Chinese Minister of Public Security Luo Ruiqing, 24 December 1951

In the course of the discussion the matter of the proposed purge by the Chinese government of foreigners in Manchuria was raised. Luo Ruiqing said that the Chinese government intends to purge a series of regions of the country of unreliable elements: Manchuria, Qingdao, and Beijing. In the course of two years from these regions all foreigners of imperialist states will be deported. It’s more difficult to address the matter of local Soviet citizens. Among these local Soviet citizens there are dispersed columns of openly and secretly hostile elements, who have conducted in the past or carry on now espionage activities against the USSR and the Chinese People’s Republic.

Hungarian Embassy in Havana (Beck), Report on the Federal Republic of Germany and Cuba

Ambassador János Beck reports on diplomatic relations between the Federal Republic of Germany (West Germany) and Cuba. Beck speculates that FRG does intelligence work for departed Americans. Central to Beck’s report is the fact that Cuba wants to preserve diplomatic relations with as many countries as possible. Relevant is the Hallstein principle and the presence of FRG diplomats and German Democratic Republic’s Political Commission. (There are two self-governing and independent German states in Cuba.)
