The Council of Ministers decided to direct Minister of War Vasilevsky to send 200 Korean students to Manchuria by 5 December 1950, to direct the Minister of State Security to issue those students exit visas using the most simplified procedure, and to direct the Minister of Foreign Trade to calculate the cost of sending the Korean students to Manchuria.

Atomic bombs are referred to in the resolution as “jet engines S,” in two versions, S-1 and S-2 (abbreviated as RDS-1 and RDS-2). RDS-1 meant the analog of the first U.S. plutonium-239 implosion type atomic bomb tested on 16 July 1945 in New Mexico RDS-2 signified the analog of the uranium-235 gun type bomb exploded over Hiroshima on 6 August 1945.

The document includes Hungarian Council of Ministers meeting minutes from 25 October 1962. The minutes are dominated by János Kádár’s detailed overview of events leading up to the current international situation. The overview is preceded by the Council of Ministers approving the government’s public statement on the Cuban Missille Crisis. During the session Kádár summarizes US provocation, Cuban and Soviet responses, and the military mobilization of different countries and military alliances, and Hungary’s political campaign in support of Cuba. Kádár notes negotiations between Cuba, the US, and Soviet Union initiate the day before. The minutes also include exchanges between Kádár and other Council of Ministers representatives.

Deng expressed the hope that the bilateral relationship would develop in a "new pattern" based on mutual trust, mutual support, and minimizing as much as possible mutual problems. They also discussed the continued tensions between China and the Soviet Union,

The Hungarian Embassy to North Korea reports on information obtained through Soviet ambassador to North Korea, Vasily Moskovsky. The report summarizes negotiations between Alexei Kosygin, Soviet Council of Ministers Chairman, and a North Korean delegation to Moscow. The visit included discussions on the Soviet Union's military support to North Korea, particularly North Korea's distrust of Soviet support. The report notes, topics of discussion included the Cuban Missile Crisis, Gulf of Tonkin incident, and national liberation struggle in Asia and Africa.

In December 1962 Minister of Foreign Trade Ivan Budinov reported to Bulgarian Prime Minister Todor Zhivkov that Bulgaria's 1963 export plan will include the sale of munitions on credit to Cuba. Budinov notes that both the Soviet Union and Czechoslovakia are extending similar credits to the Cuban military. Budinov's report includes the amount of expected sales, proposed credit to extended, and a list of prospective munitions for sale. Budinov asks the Council of Ministers' to approve of the proposal.

At the request of the United States Delegation, the Council of the Organization of American States met this morning, in a “secret” session, acting provisionally as an Organ of Consultation, on the case of Cuba. The object of the meeting was to listen to Mr. Alexis Johnson, Undersecretary of State for Political Affairs, about the latest developments registered in Cuba. The talk was divided into three parts, namely: Presence of Soviet troops on the island; Visit by Prime Minister Fidel Castro to the Soviet Union; and Internal situation in Cuba.
