This document discusses the capability of Kraftwerk Union AG, bid preparation for nuclear plants including the unit sizes and turn key jobs, exploration of natural uranium in Iran, and uranium enrichment facilities.

Honecker gives a positive assessment of the consultation between the GDR delegation led by Werner Lamberz in Tripoli in December 1977. He comments on the most common position in the struggle against imperialism in the Arab countries and Africa and commits to extended East German-Libyan cooperation on political, economic and military levels. Honecker confirms the planned visit of a Libyan military delegation to Berlin, the planned first meeting of a common government committee, as well as the deployment of a temporary GDR representative to Tripoli.

Honecker thanks Qaddafi for his contributions to the cause of the movement of progressive states in the Middle East and the defense against imperialism and Zionism. He expresses concern about the conflict in the Horn of Africa region and wants to arrange a meeting of GDR representative Werner Lamberz with Qaddafi in Tripoli. Further proposed topics for this meeting include talks with representatives of the Palestinian revolution and the continuing development of East German-Libyan relations. The agreement contains the basic elements of SED-PLO relations for 1978/1979, such as the exchange of delegations to consider bilateral relations and the fight against Zionism and imperialism, material support for civil and military purposes, and the exchange of leading personnel of different mass organizations.

Abu Iyad provides information on recent developments in the Middle East and within the PLO. He reports about Fatah splinter groups which are supported by the SAR and the evolving conflict between the Syrian Arab Republic and the PLO. He inserts a brief analysis of the development of Syria since 1976 and the influence of the USA and Israel. Axen gives his assessment of the situation and the conflict and points out the negative effects of the conflicts within the Fatah and between the PLO and Syria. He emphasizes the Syrian role in the alliance against imperialism and advises the PLO to again ameliorate the relations between the PLO and Syria.
