List of the ultimately irreconcilable differences that had arisen in Soviet-Romanian relations under Gheorghe Gheorghiu Dej by July 1964, in preparation for the upcoming discussions in Moscow. Topping the list of major problems were the “anti-Soviet atmosphere in Romania,” the “problem of Soviet citizens,” and the “maintenance of espionage networks” on Romanian territory.

In excerpts from their conversation, Gheorghe Gheorghiu-Dej, First Secretary of the Romanian Workers Party and Liu Fang, Chinese Ambassador to Romania, discuss the increasing tension between both their countries and the Soviet Union. Gheorghiu-Dej also explains his objections to the attempted admission of Mongolia to the Warsaw Pact. Romanian military leader Emil Bodnăraş is also present.

Ion Gheorghe Maurer, 'The Unshakeable Foundation of the Unity of the International Communist Movement' (excerpts)

Prime Minister Ion Gheorghe Maurer describes Romania's new policies and approach to relations with China and the Soviet Union at a time when Romania was increasingly attempting to distance itself from the Warsaw Pact and the Soviet Union's military control. Toward this end, Mauer proclaims a policy of military disengagement and disarmament, declaring that mediation and negotiation are the only legitimate way of resolving international tensions.

Nicolescu is informing Glinga about a conversation he had with Lt. General A.A. Dementyev about a draft of a convention on the Unified Command structure of the Warsaw Pact.

Report on the meeting of the Chiefs of the General Staff of the Armies of the Warsaw Pact

The meeting focused on the need to create a more unified command structure and general staff for the Warsaw Pact. A draft protocol was produced, which the delegates signed.

The report details changes that had been made to the Unified Command structure over the last two years (since 1966) and the effects that they would have on Romania and its relationship with the Warsaw Pact.

General Gheorghe is writing to inform Cheausescu of staff talks he had in Moscow regarding upcoming maneuvers to be held in Romania. He recommends that they be rescheduled to 1970.
