In this telegram, V. Zorin discusses Chinese economic relations with the Democratic Republic of Vietnam. China has sent instructions to recall economic and political advisors from the DRV, but the Soviet Ambassador to the DRV has determined that economic assistance is still needed.

Khruschev reports Chinese dissatisfaction with Soviet specialists that had been placed in China to aid in socialist economic, cultural, and military development. He notes that despite the dissatisfaction, the CCP insists that they remain in China. However, due to recent complaints by the specialists about being propagandized by the Chinese against the CPSU, the Soviet government has decided to withdraw the specialists from China.

Mao thanks Stalin for sending over Ivan Kovalev to help with economic struggles in China. Mao asks for materials with which China may build railroads.

An agreement proposal sent by Zhang Wentian to Vyacheslav Molotov. The proposal concerns changes to an agreement between China and the Soviet Union concerning Soviet economic and technical assistance to China. Particular attention is paid to aiding in the Chinese defense industry, assistance in developing thermal power plants to meet China's growing needs of electricity, and the economic development of several provinces in China.

Anastas Mikoyan and Mao Zedong discuss Outer Mongolia, the Sino-Soviet treaty, the situation of the national minorities in China, the economic policy of the CCP, the structure of state power, the head of the Chinese government, the "new situation" and the cadres, the Soviet loan to China, the CCP CC plans for February-March, and the youth movement.
