This telegram from the Foreign Minister of USSR to the Vice-President of Council of Ministers and Foreign Minister Tatarescu informs the Romanian Government why the USSR has rejected the Marshall Plan.

Stalin speaks with members of the Czechoslovak delegation regarding their decision to attend the Paris Conference in 1947, and urges them not to attend. Further discussion includes Czechoslovak-USSR economic relations.

Stalin and Tito discuss the economic situation of Yugoslavia and a plan for the Soviet Union providing assistance for further industrial and military development. Yugoslav foreign relations are also discussed.

Because the Warsaw Pact has recently conducted a large number of military exercises and the costs of doing so, and given the present military occupation of Czechoslovakia, Soviet Marshal Yakubovsky proposes postponing the October joint military exercise to the following year. Yakubovsky solicits Polish General Jaruzelski's opinion on the matter.

Following the successful completion of the first stage of the joint military exercise in Czechoslovakia, Soviet Marshal Yakubovsky gives orders to Polish General Jaruzelski concerning the second stage. Four specific orders are given: the Polish military leadership must maintain friendly relations with the political bodies and civilians of occupied Czechoslovakia; maintain military preparedness; ensure the maintenance of proper living conditions for the Polish troops; and maintain adequate food supply and medical support for the Polish troops.

Sent by the Soviet Union, this cipher message notifies Polish forces that a joint strategic operational military exercise will be conducted in Poland and Czechoslovakia in the coming month. Soviet Marshal Yakubovsky advises Polish Division General Jaruzelski to mobilize the appropriate forces and resources for the purposes of the exercise.

CPSU Central Committee and USSR Minister of Defense, Marshal of the Soviet Union D. F. Ustinov make a statement to Warsaw Treaty member states addressing the decision by the US and NATO to deploy new American medium-range missiles in Europe. He appeals for improvement of the Unified Forces.
