This document discusses lessons learned from dealing with the Chinese in the previous two rounds of negotiations regarding the reduction of military presence at the Sino-Soviet border and the plan to jointly produce a draft general agreement on the issue.

Khrushchev and Bulganin meet with the Japanese parliamentary delegation. They discuss the establishment of direct diplomatic relations and ending the official state of war between the Soviet Union and Japan (which happened in 1956, almost one year later), industrial and cultural collaboration, trade prospects between the two countries, and the fate of Japanese POWs on Soviet territory.

Gerhardsen and Skaug discuss trade between the USSR and Norway; control of the border river Pasvikelv (Paatso-Ioki) and the mutual exploitation of its hydro-energy resources; Norwegians citizens located in the Soviet Union, and Soviet-Norwegian cultural ties.

The parties agree to exchange information regarding the assurance of safety in civil aviation and the prevention of terrorist and other hostile acts. Plans are laid to coordinate steps for ensuring safety in airports in the Soviet Union and the Czechoslovak Socialist Republic that are open for international flights and for flights between the two countries. All parties agree to exchange information on international, scientific and technical themes which interest the parties and raise the safety level of civil aviation transport.

This protocol resulted from a meeting between the Czechoslovak interior ministry and Soviet border troop representatives. The two parties convened to coordinate public safety measures undertaken in protection of the Czechoslovak-Soviet border.
