This document addresses China's alleged bid to undermine the unity of the Socialist countries while maintaining special relations with Romania, Yugoslavia, and North Korea. Chinese foreign policy is seen as interfering in the domestic affairs of the Socialist states. By maintaining contacts with Western countries and by encouraging further armament of NATO, China is undermining the position of the Warsaw Pact. The Soviet evaluation assesses China as an unreliable partner in international relations and advises that all contacts of the Chinese government with foreign organizations or authorities be closely monitored.

Criticisms of the DPRK are made about Kim Il Sung's personality cult, concealment of socialist countries' support, waning cooperation with socialist countries, intensification of China-North Korea cooperation, and distancing from the Soviet Union.

The Council of UDSSR Embassy Pimenov and the First Secretaries of the Polish and Czech Embassy discussed the problematic economic cooperation between North Korea and socialist countries, accusing North Korea of exploiting the help offered.

Stark and Torbenkow discussed North Korean plans for reunification with South Korea. They considered the Korean Department of Foreign Affairs arguement for a confederation with the South to be dangerous. The Korean press supported this plan.

The German Democratic Republic embassy in Pyongyang reports on the internal problems of North Korea concerning economic relationships with GDR, Koreans who migrated from Japan to North Korea, Polish-North Korean relations, and North Korean agriculture.

Hermann questioned Putiwtz on North Korea's foreign policy, including its relations with other socialist countries, Pakistan, and capitalist coutries while Putiwitz discussed economic cooperation and political relations between the Soviet Union and North Korea.

During the dinner at Czech embassy, Behrens spoke about the situation in FRG. Other topics included Korean students in Poland and GDR, and the situation in South Korea.
