On December 18, 1961, Soviet leader N.S. Khrushchev met with Ghanaian Ambassador J.B. Elliott to discuss Ghana’s internal political situation and Soviet-Ghanaian economic relations. Khrushchev informed Elliott of an upcoming visit by Soviet official A.I. Mikoyan to Guinea and suggested that President K. Nkrumah could invite Mikoyan to Ghana. The conversation also included diplomatic courtesies, such as Nkrumah’s gratitude for his visit to the USSR and a proposed Ghanaian medal for Khrushchev, which he declined due to Soviet policy.

Anastas Mikoyan and Mao Zedong discuss Outer Mongolia, the Sino-Soviet treaty, the situation of the national minorities in China, the economic policy of the CCP, the structure of state power, the head of the Chinese government, the "new situation" and the cadres, the Soviet loan to China, the CCP CC plans for February-March, and the youth movement.

An assignment of tasks pertaining to aid dispersement were given at the meeting--Molotov must write the telegram to Kim Il Sung informing him of one million rubles of aid to be sent; Molotov and Mikoyan were given the task of answering any questions that arose in response to the telegram.
