This issue begins with a joint statement from Zhou Enlai and North Vietnamese Prime Minister Phạm Văn Đồng. It also discusses purchasing and storing grain for the fall, tax exemptions for transplanted mulberry and tea gardens, and buying scrap metals.

In December 1979 Mongolian party and government delegation headed by the Chairman of the Council of Ministers of Mongolia Jambyn Batmunkh visited Vietnam, Cambodia and Laos and had held talks with the leaders of these countries on issues pertinent to the Sino-Vietnamese war of 1979, Pol Pot’s regime, situation in Indochina and Chinese foreign policy in Asia.

Kim Il Sung informs Zhou Enlai of the Korean-Indonesian talks, North Korea's views on the situation in Vietnam, and the visit to the DPRK by Sihanouk.

Vietnamese Prime Minister Pham Van Dong's report at the Congress of the Democratic Republic of Vietnam clarifies the DRV's 4-point position toward a political solution of the Vietnam question in the spirit of the Geneva Accords: The US had to withdraw all military personnel and destroy their bases in Vietnam. Before a peaceful reunification, the North and the South refrained from having military alliance with other countries and foreign armies and bases in their territories. South Vietnam's internal matters would be dealt with without foreign intervention and the reunification issue would be discussed between the Vietnamese.

Li Kenong reports on his usual meeting between the Chinese, Soviet, and Vietnamese delegations. Kuznetsov says the French think the Vietnamese are too demanding. Also, the Vietnamese request more discussion on economic issues and less of zone division.

Zhou Enlai warns the Vietnamese delegation not to bend to Soviet demands.

The CCP informs Wei Guoqing et al that while Molotov, Eden, and Smith are absent, the conference will discuss military issues regarding Indochina. Zhou has met with Molotov about this, and wants to meet with several Chinese and Vietnamese officials.
