This issue contains the text of Zhou Enlai's "Report on the Work of the Government," originally delivered on June 26, 1957. It also contains a protest of the United States' violation of the Korean armistice agreement by importing "new weapons" to South Korea, a note to the British Government protesting the UK's intervention in allowing Chiang Kai-shek's regime to land an aircraft in Hong Kong and bring supporters to Taiwan, Bulgaria-China economic relations, China-Czechoslovakia economic relations, and increasing cooking oil production.

Zhou Enlai talks with K.M. Panikkar about a letter from Jawaharlal Nehru asking about the North Korea issue and U.S. involvement on the Korean peninsula. Zhou expresses that if American soldiers cross the 38th parallel, then China will take charge of the issue. Zhou also communicates the desire from the Chinese side for the peaceful settlement of the Korea issuen through the UN, which will first require foreign armed forces to exit the Korean peninsula.

Roschin tells the CC of his meeting with Zhou Enlai, in which they discussed talks with the Indian ambassador over maneuvering at the UN, and over the possibility of Chinese intervention in Korea against American forces.

Nehru gives a detailed report on his visit to China and Indo-China. He first gives a summary of the issues and topics he covered in discussions in China with Zhou En-Lai and Mao, which covered a broad range of subjects including China's Five Year Plan, and various foreign policy issues. Nehru then describes his visit to Indochina, where he speaks with Ho Chi Minh (five days after he takes control of Hanoi) in North Vietnam, and also tours South Vietnam, Laos, and Cambodia.

The United States and China pledge to improve relations with one another in the famous "Shanghai Communique."

Zhou Enlai gives instructions on how the Chinese side should respond when confronted with questions of whether China should back down in regards to the North Korean issue and the Taiwan issue. In particular, he emphasizes that the Chinese side should focus on blaming American imperialism for the invasions of North Korea and Taiwan and maintaining that China's involvement in these issues is essential.

Zhou Enlai reports on the Soviet plans to strengthen the air force, presumably as a show of force to the American side.
