Recommendations adopted by the National Security Council at the suggestion of the Psychological Strategy Board on covert actions to be undertaken in the Soviet Satellite States. Authorized by the National Security Council, NSC 158 envisaged aggressive psychological warfare to exploit and heighten the unrest behind the Iron Curtain. The policy was endorsed by President Eisenhower on June 26, 1953.

A lengthy document that addresses several issues related to Communism and China. It covers such topics as Chinese foreign policy, Chinese and American relations, Maoism, Chinese policy regarding developing countries, capitalist countries and other socialist countries.

The parties agree to assist one another in the collection of intelligence information on political, economic, scientific and technical matters and exchange information on suspicious contacts of Czechoslovak and Soviet citizens suspected to be spies or subversive. Both agree to the exchange of counter-intelligence regarding Czechoslovak and Soviet citizens working in scientific organizations and international exhibitions, fairs and congresses. Steps are outlined to protect railroad cargo using troops from Warsaw Pact states, prevent eavesdropping of telecommunications and detect and prevent foreign terrorist attacks on Czechoslovak and Soviet airplanes and anti-socialist interruption of international trucking lines. Special mention is made of multiple international transportation organizations that need to be monitored. Information-sharing procedures are agreed to for commercial and industrial firms, banks, scientific centers and international scientific organizations.

This report by the National Security Council discusses Soviet control over Eastern Europe, barriers to Soviet control of the satellites, and the power threat that consolidation poses to the United States. As a result, the NSC recommends that United States pursue a policy of resistance towards Soviet domination of its Eastern European satellites, and should impose pressure and propaganda to weaken Soviet influence.

The US National Security Council discusses the effect that Stalin’s death had on Soviet policy and on Communist Parties outside of the USSR, as well as the opportunity it provided the US to use Stalin’s death in a psychological strategy to influence the Soviets. The Council also discusses the possibility of negotiations for a settlement with the Soviets in Korea.

Soviet politburo member Yuri Andropov and Gheorghe Gheorghiu-Dej discuss issues concerning the cooperation between the CPSU and the Romanian Worker's party and the two governments. The discussion ranges between economic integration issues, to the Sino-Soviet split, Soviet-Albanian relations, and politico-military cooperation between Warsaw Pact states.

Prior to his visit to Bucharest, Todor Zhivkov meets Soviet representatives in Sofia in an attempt to co-ordinate Bulgarian policy toward Romania with the Soviet government. They discuss Soviet-Romanian relations, role of Romania in the Conference for Security and Co-operation in Europe, Romania in the Warsaw Pact and COMECON, Romania and the Non-Aligned Movement, Sino-Soviet relations, etc.
