Hugh Richardson reports from Lhasa on the latest developments in Tibet from June 15-July 15, 1950. The first section, dealing with India's relations with Tibet, was evidently removed from the report before it was shared with the British Government.

Stalin tells Mao that the British have been pressuring the Soviets to help for the North Koreans to withdraw to the 38th peril, and the Soviets are offended by this, and to want to insist on Soviet and PRC participation in the Security Council to resolve the issue. He also informs Mao of his willingness to send more planes, and more pilots to help train Chinese forces.

In early August of 1950, delegates from the United States and the Republic of Korea met to discuss the logistics for the forthcoming conferences centered on the creation of a strong US-ROK mutual defense treaty. The delegates also propose who can and should be present. While both sides agree that North Korea and China should be included, President Rhee advocates that due to India’s Prime Minister’s “pro-communist views,” India should not be invited.
