Letter from Derek Day (Foreign Office) to Michael Palliser (Private Secretary for Foreign Affairs to the Prime Minister)

Responding to a request from Michael Palliser (Wilson's Private Secretary for foreign affairs), the Foreign Office's seasoned Europe-watcher Derek Day argued that the government needed to balance three – sometimes conflicting – UK interests. First, there was the position as a European power, particularly with regard to the ongoing EEC application. Second, there was the UK's status as a nuclear power, in which the UK shared “special responsibilities” with the US, exemplified by the UK's acquisition of Polaris submarine-launched ballistic missiles as its primary nuclear deterrent. Third, there was the desire to see a non-proliferation treaty concluded, which sometimes meant disagreement with both the United States and the Soviet Union. Day contended that the United Kingdom seemed to have been successful in positioning itself as understanding European anxieties, with Bonn having congratulated Wilson's administration on bring “good Europeans.” Day's assessment was seen and lauded by Wilson, who hoped that it was correct.

Research Memorandum REU-14 from Thomas L. Hughes to the Secretary, 'How Major NATO Countries View the Prospect of an ABM Deployment'

Despite new information that the Soviet Union was deploying anti-ballistic missile defenses around Moscow, the United States had not yet decided to deploy its own ABM defenses (although a decision would be made later in the year) and there was some hope that U.S.-Soviet talks would prevent an ABM race. If, however, talks failed, some NATO allies worried about the “adverse consequences” of an ABM race, especially whether having an ABM system might incline Washington toward risk taking.

Research Memorandum REU-25 from Roger Hilsman to Mr. Kohler, 'European Attitudes on Independent Nuclear Capability'

Concerns about the credibility of US nuclear deterrence generated Supreme Allied Commander Europe (SACEUR) General Lauris Norstad’s proposal for a NATO-controlled medium-range ballistic missile (MRBM) force. This lengthy report represented INR’s assessment of “present and future European interest in national or multinational nuclear weapons capabilities,” including the MRBM proposal, and the extent to which an “enhancement of NATO's nuclear role” could “deter national or multinational European nuclear weapons programs.”

Memorandum from Helmut Sonnenfeldt to Henry A. Kissinger, 'Follow-up on Military Cooperation with France'

Sonnenfeldt reports on issues with implementing the decisions made in NSDM 103 and 104 to offer military aid to France. Information was leaked to the Joint Committee on Atomic Energy about the offer of more advanced computers and technical assistance with France's ballistic missile program. The Department of State had not yet informed the French and was waiting on various decision to be made. The issues of whether or not to inform the British was also raised.

A summary and critical commentary on National Security Study Memorandum (NSSM) 100, an issue paper on potential US military aid to France's ballistic missile program. The report describes the specific French requests for assistance, current US policy restricting such assistance, and outlines options for future cooperation. The options are subdivided into three "approaches" based on the actors involved: 1) Bilateral US-French approaches, 2) NATO-oriented approaches, 3) Anglo-French or European-oriented approaches.
