Department of State Office of Intelligence Research, 'OIR Contribution to NIE 100-6-57: Nuclear Weapons Production by Fourth Countries – Likelihood and Consequences'

This lengthy report was State Department Bureau of Intelligence and Research's contribution to the first National Intelligence Estimate on the nuclear proliferation, NIE 100-6-57. Written at a time when the United States, the Soviet Union, and the United Kingdom were the only nuclear weapons states, the “Fourth Country” problem referred to the probability that some unspecified country, whether France or China, was likely to be the next nuclear weapons state. Cable on Meeting Between CNEA President Carlos Madero and Brazilian Ambassador Carlos F. Duarte

A cable received from the Brazilian embassy in Buenos Aires, regarding the visit of Admiral Castro Madero, the president of the National Atomic Energy Commission, to Brazil. Ambassador Duarte and Madero discussed nuclear energy and the importance of an eventual cooperation agreement between Brazil and Argentina.

Memorandum from Ambassador Figuerero to Castro Madero

This memo, produced by the Argentine Ambassador in charge of the Scientific and Technical Affairs Division of the Argentine Foreign Ministry, alerts the Director of the Argentine Nuclear Commission Carlos Castro Madero that the new Carter administration will attempt to exert pressure on Brazil’s nuclear program and hinder its nuclear deal with West Germany. It notes that regardless of Carter’s nuclear policy, Brazil would “try by all means confirm its right to nuclear development.”

Note from Argentine Ambassador García del Solar to the Argentine Foreign Ministry

This document reveals an encounter between a U.S. State Department official and an Argentine diplomat in Washington D.C., in which the U.S. diplomat suggests to his Argentine counterpart that the U.S. government would warmly welcome an initiative by Argentina and Brazil regarding mutual inspections as well as a declaration renouncing the right to develop peaceful nuclear explosives.

Cable from Brazilian Embassy in Washington to Foreign Ministry

This document reports the visit of Kenneth Fisher, Lockheed’s representative, to Brasília. During the meeting, Fisher argued that in order for Lockheed to start its operations in Brazil, the company required Brazilian adherence to the Missile Technology Control Regime and the consent of the American government.

Cable Ambassador Ricupero to the Brazilian Foreign Ministry, 'Brazil-United States. Alcântara. Visit of Lockheed representative.'

This report describes the meeting between the Brazilian diplomat Carmen Moura and Lockheed’s representatives Kenneth Fisher and Noel Horn. The main issue discussed at the meeting was the feasibility of the creation of the joint venture between Lockheed, the Russian Kruchinev and the Brazilian group Monteiro Aranha. The venture would utilize American made satellites from Lockheed, satellite launch vehicles from Kruchinev and the Brazilian launching site at Alcântara Launch Center.

Cable from Brazilian Embassy in Washington to Foreign Ministry, 'Brazil-USA. Access to advanced technology. MTCR. Interview at the Department of State.'

This cable reports the meeting between Brazilian diplomat Sergio Amaral, Robert Einhorn, Deputy Assistant for Politico-Military Affairs, and Vahn H. Van Diepen, Director of the Office of Weapons Proliferation. Eihorn made clear during the meeting that space programs such as Brazil’s are a source of concern for the US administration because it could use the same technology developed for the SLV to build ballistic missiles.

Cable from Brazilian Embassy in Washington to Foreign Ministry, 'Brazil-USA. Access to advanced technology. MTCR. Supplementary regulation on missile technology exports.'

This cable, sent from the Brazilian Embassy in Washington to Brasília, reports Brazil’s inclusion in the list of countries that might manufacture rockets. The inclusion was in the supplement number 6 section 778 of the “Export Administration Regulations.” The US administration’s report on the list also notes the importance of the Brazilian government’s recent steps towards non-proliferation and that its inclusion in the list is due to its rocket programs and the development of its SLV.

Note from Brazilian Congressman Herbert Levy

This is a letter written by Brazilian Congressman Herbert Levy which reveals the content of his meetings with high U.S. governmental officials regarding his concern about Argentina’s nuclear activities less than a year after the Falklands/Malvinas War. In these conversations, Levy states that Argentina might develop a nuclear artifact.

Memorandum to Holders of Special National Intelligence Estimate, SNIE 93-83, 'Brazil’s Changing Nuclear Goals: Motives and Constraints'

The SNIEs from 1983 and the 1985 update emphasize Brazil’s quest for technological-industrial autonomy which in nuclear terms meant developing an indigenous program to master the fuel cycle, including uranium enrichment and plutonium reprocessing capabilities. In seeking those objectives, Brazil did not want to face any constraints, and its leaders were unresponsive to US or other pressures for safeguards on nuclear facilities. According to the 1985 report the prominent role of the military in nuclear activities, “the direction of Brazil’s nuclear r&d,” and the CNEN president’s “reputation of favoring a nuclear option” posed a “danger to US interests in Brazil.”
