Research Memorandum RFE-40 from Thomas L. Hughes to the Acting Secretary, 'A French Nuclear Testing Site in the Pacific? – Plans and Repercussions'

France’s staging of atmospheric and underground tests in Algeria became increasingly untenable when neighboring African countries protested and even temporarily broke diplomatic relations with Paris. Once Algeria became independent in 1962, French authorities made plans to develop a test site in Polynesia.

National Intelligence Estimate NIE 4-82, 'Nuclear Proliferation Trends Through 1987'

This estimate seeks to analyze the actions of a series of countries, which in the course of 1982-1987 could affect U.S. interests. It analyzes countries with developing nuclear programs in different regions in the world (South Asia, East Asia, Near East, Latin America, and Africa) and their intentions and capabilities in terms of nuclear weapons.

U.S. Embassy London telegram 9376 to State Department, 'Nuclear Export Policy: Bilaterals with FRG'

The U.S. delegation agreed to develop a policy paper that would take into account French and other views so as to reach agreement on the most “stringent” safeguards possible. A central but divisive issue was whether safeguards should apply to the entire nuclear fuel cycle (later known as “full-scope” safeguards). Another issue was whether multinational auspices for reprocessing and enrichment plants should be mandatory or a matter of discretion by a supplier country.

Special National Intelligence Estimate, SNIE 91-2-82, 'Argentina’s Nuclear Policies in Light of the Falkland’s Defeat'

Argentina, like its neighbor, Brazil, was determined to develop an “independent nuclear fuel cycle,” with the capacity to reprocess plutonium and enrich uranium. Also like Brazil, Argentina was one of the few Latin American countries to refuse to sign the Nuclear Nonproliferation Treaty. Thus, Argentina’s nuclear activities were under routine scrutiny to see if they involved anything that suggested an interest in a weapons capability. US intelligence agencies continued to monitor developments but perspectives shifted as Argentina’s domestic politics evolved. Prepared after the Argentine-British conflict over the Falklands Islands, in which Washington helped London, this special estimate professed “great uncertainty” over Argentina’s nuclear intentions. While “emotionally” the Argentine military leadership was interested in a weapons option, it had “reduced capability to fulfill this desire.”

Summary of Union Carbide’s 1964 study on gas centrifuge technology’s effect on nuclear proliferation. The summary provides Union Carbide’s estimations for how long countries of varying industrial capability would take to develop a nuclear weapon, which was redacted in the original document.

S.A. Levin, D. E. Hatch, and E. Von Halle, 'Production of Enriched Uranium for Nuclear Weapons by Nations X, Y, and Z by Means of the Gas Centrifuge Process,' Operations Analysis Division, Union Carbide Nuclear Company

A Union Carbide Nuclear Company study to determine how quickly and easily foreign countries could develop and utilize gas centrifuges with the goal of creating nuclear weapon facilities. The study determines that, due to the cheap cost and relatively small size of the centrifuges, even un-industrialized countries such as Cuba could achieve this technology within 8 years if helped by a larger nation.

A.A. Wells, Director, Division of International Affairs, to Philip J. Farley, Special Assistant to the Secretary of State for Disarmament and Atomic Energy, 'Control of and Cooperation in Gas Centrifuge Research and Development Program'

The development of the gas centrifuge method, according to this report, would make production of U-235 (and by extension, nuclear weapons) possible for as many as 20-30 foreign countries. The U.S. is thus forced to consider its strategy for how to limit proliferation despite this new, cheap technology.

US Embassy Paris cable 31540 to State Department, 'Elysée Views on Reprocessing Issues'

A source in President Giscard's staff informed the US embassy that Pakistan was determined to complete the reprocessing plant and was searching for another country willing to supply the necessary technology. Also discusses a developing nuclear deal between West Germany and Brazil.

An extended Hungarian Foreign Ministry memorandum explicating the development of India's policy on nuclear arms and disarmament from the 1960s as well as a discussion on the reasons that the socialist countries--including Hungary--have chosen not to condemn India for its May 1974 nuclear explosion.
