Pham informs Khrushchev of the various independence movements in Asia, such as the politics of Laos, and in Vietnam. He then debriefs Khrushchev about the relations between Vietnamese intelligentsia and the Communist Party. With regards to Communists in China, the two parties discuss the failure of the communes project.

An analysis from the Soviet Embassy in the DRV of the response in the Democratic Republic of Vietnman to the 9th Chinese Communist Party Congress. The DRV is reported to be dissatisfied with the lack of attention and indifference the CPC Congress paid to Vietnam.

Comrade Kliszko presents Liu Ningyi with a letter from six socialist countries calling for a conference to discuss aid and coordination in Vietnam in response to "American imperialism." He urges China to rally against this common enemy, despite the ideological differences dividing the socialist nations. Liu responds harshly both to the proposal and to Comrade Kliszko's statement, arguing China "did not want anything to do with a revisionist clique of the Soviet Union’s leadership and its lackeys."
