Summary Record of the Conference held between President Rhee and Secretary Dulles (Second Session)

During the second Dulles-Rhee conference, President Rhee and Secretary Dulles led the discussion with the subject of Korean rehabilitation. Rhee makes a few suggestions that both sides should consider if Korean reconstruction should take place. These suggestions include: 1) rehabilitating Korean productive industry, 2) directly allocating money for Korea’s rehabilitation instead of doing so through the reconstruction of the Japanese economy and, 3) prevent the importation of Japanese technicians to Korea. Dulles answers he will consider Rhee suggestions, however, the US will continue to aid Japan to prevent losing her to communism.

Record of conversation between Soviet Ambassador Petrov and Cuban Deputy Chairman Carlos Rafael Rodriguez, in regard to the Cuban trade imbalance with the Soviet Union. Rodriguez notes that Cuba would like to see a decrease in the number of Soviet officials present in the country, and argues that the USSR should be buying Cuban sugar above world market prices as the EEC does. The Soviet side responds that it is supportive of many of these ideas, but that it would take a complete restructuring of the Cuban economy to achieve these aims.

Record of a meeting between Mordechai Gazit (MG), General Director of the Israeli Prime Minister’s Office, and Victor Louis (VL), a Soviet journalist. The meeting was held the week before a summit meeting between Richard Nixon and Leonid Brezhnev. The two discussed the immigration of Jews from the Soviet Union and the low state of Israeli-Soviet relations.

National Security Council, NSC 174, Draft 'United States Policy Toward The Soviet Satellites In Eastern Europe'

This report by the National Security Council discusses Soviet control over Eastern Europe, barriers to Soviet control of the satellites, and the power threat that consolidation poses to the United States. As a result, the NSC recommends that United States pursue a policy of resistance towards Soviet domination of its Eastern European satellites, and should impose pressure and propaganda to weaken Soviet influence.
