Pham informs Khrushchev of the various independence movements in Asia, such as the politics of Laos, and in Vietnam. He then debriefs Khrushchev about the relations between Vietnamese intelligentsia and the Communist Party. With regards to Communists in China, the two parties discuss the failure of the communes project.

It also contains a protest of the United States' violation of the Korean armistice agreement by importing "new weapons" to South Korea, a note to the British Government protesting the UK's intervention in allowing Chiang Kai-shek's regime to land an aircraft in Hong Kong and bring supporters to Taiwan, Bulgaria-China economic relations, China-Czechoslovakia economic relations, and increasing cooking oil production.
