Meeting minutes taken by Romanian Ambassador Vasile Sandru at sessions of the Warsaw Treaty Political Consultative Committee, taking place in Moscow on 22-23 November 1978. Session I contains a speech by Leonid Brezhnev in which he discusses détente, Warsaw Pact economic cooperation, disarmament, national liberation movements, and relations with China, the Western countries, and Japan. In Session II and III political leaders of the other Warsaw member countries respond to Brezhnev’s speech. Session IV features a report by Commander-in-Chief Viktor Kulikov on the United Armed Forces. He recommends an increase in military expenditures. All of the leaders agree, except for Nicolae Ceausescu of Romania.

Leonid Brezhnev and East European communist leaders discuss the strikes of the 1980-1981 Polish crisis and their aftermath and causes, including the formation of the Solidarity Union. The repercussions of the crisis for socialism in Poland and other Warsaw Pact countries is discussed, as well as possible measures to counter the anti-socialist uprising.

These are the minutes of a meeting of the Central Committee of the Romanian Communist Party discussing Romanian leader Nicolae Ceauşescu's 1971 visit to China. Ceauşescu reports on his visits to Chinese enterprises, universities, and laboratories, and acknowledges the achievements of the Cultural Revolution. The report on China is followed by comments on his subsequent visits to North Korea, Vietnam, and Mongolia. Finally, the discussion turns to Moscow's criticism of Ceauşescu's anti-Soviet statements during his stay in the Middle East.
