Dobrynin describes reports that the United States is increasing its combat readiness in light of the conflict in the Middle East and to deter the Soviet Union. He suggests that the Soviet Union protest the United States' nuclear brinkmanship.

Soviet Ambassador Dobrynin met with US Secretary of State Vance and requested that he pass on a letter to President Carter from Brezhnev. The letter addressed finding a realistic approach to nuclear disarmament and the previous agreement in Vladivostok.

Proposal to resume Soviet nuclear testing following the expiration of the USSR's unilateral moratorium on nuclear detonations on 1 January 1987. The US government continued nuclear testing throughout 1986 and did not join the Soviet moratorium. Proposes to announce the resumption of testing in December 1986 following the first American test explosion in 1987.
