This document is a demarche to be delivered to the Chinese ambassador in East Berlin on the occasion of China's establishment of diplomatic relations between West Germany and the People's Republic of China (PRC). The demarche says the West German government is pursuing a revisionist policy and does not accept the post-war separation of Germany. It assesses the role of Bonn in international relations as detrimental to the entire Socialist camp and regards the visit of West German Foreign Minister Walter Scheel to Beijing, as well as diplomatic relations between China and West Germany, as damaging the interests of East Germany. The author asks China to reconsider this policy, with reference to East Berlin's support for the PRC's territorial claims to Taiwan/Formosa.

According to a marginal note, the demarche was never delivered.

This document examines the visit of the general secretary of the Romanian Communist Party, Nicolae Ceauşescu, to China. This visit is seen by East Germany as evidence of anti-Soviet sentiments. The Romanian endorsement of Chinese politics is strongly criticized, as it is seen to strengthen China's position and to weaken the cohesion of the Warsaw Pact. Ceauşescu's visit to China is said to have met with a positive response in the US.

Egon Krenz writes to Mengistu Haile Mariam of Ethiopia with news of forthcoming East German military aid.

The document describes the negotiations between Soviet leaders and Nasser, which mainly focused on the conflict in the Middle East and the possible recognition of the GDR by the United Arab Republic. Nasser emphasized that there would be no direct talks between the UAR and Israel, but that the UAR would be willing to take part in a UN negotiated attempt to solve the conflict, upon the condition that Israel withdraw its troops from the occupied territories. Nasser was reluctant to follow the Soviet demand for a diplomatic recognition of the GDR.

Honecker gives a positive assessment of the consultation between the GDR delegation led by Werner Lamberz in Tripoli in December 1977. He comments on the most common position in the struggle against imperialism in the Arab countries and Africa and commits to extended East German-Libyan cooperation on political, economic and military levels. Honecker confirms the planned visit of a Libyan military delegation to Berlin, the planned first meeting of a common government committee, as well as the deployment of a temporary GDR representative to Tripoli.

Ulbricht writes to Brezhnev about the delegation to the UAR, led by Mr. Weiss. Ulbricht assesses the political situation in the UAR with respect to Nasser and the weak situation of the Arab Socialist Union. Ulbricht also informs Brezhnev about the situation in the SAR, which seems to be worsening due to a lack of concepts for postwar recovery. Ulbricht suggests sending economic and political experts in order to strengthen the cooperation between the UAR, the SAR and the socialist countries.

Ulbricht expresses his consent for the measures proposed by the Soviet leadership. He underlines the demand for an Israeli withdrawal and points out that otherwise it would be necessary to lead a war of attrition against the Israeli occupation forces. The participation of volunteers from the socialist countries would be necessary, but would require further consideration.
